NDRC: Do not set the threshold in any form!Support private enterprises

The National Development and Reform Commission, the Ministry of Finance, the Ministry of Housing and Urban-rural Development and other 12 departments recently issued the Implementation Opinions on Supporting The Participation of Private Enterprises in the Construction and Development of Transport Infrastructure, which put forward reasonable qualification conditions and no restrictive threshold shall be set for private enterprises to participate in the construction and operation of transport infrastructure in any form.

We need to break down market access barriers and maintain the order of fair competition.It is not allowed to restrict private enterprises to participate in project bidding on the ground that construction enterprises must set up subsidiaries at the site of construction, and it is not allowed to put forward qualifications, achievements, awards and other requirements that obviously exceed the characteristics and actual needs of the project in the bidding documents.In line with the principle of treating all types of market entities on an equal footing, we will comprehensively review the existing qualifications and restrictions in the field of transportation infrastructure, and propose measures to address them by category.On the premise of not affecting the integrity and unity of railway network, the project company shall be set up by bidding part of the road section or part of the project separately.

Opinion points out, shape new business model, expand the field of enterprise participation.Support and encourage private enterprises to participate in major railway project construction, and railway passenger station business development, the mobile Internet service, express logistics, and other business, investment and financing reform, promote the city railway station fusion according to planning and construction in railway station as the carrier of urban commercial complex, make public iron and molten iron transport center.Broaden the channels of social capital to participate in city parking facilities construction operation, speed up the exploration of government property and social capital into public resources to jointly develop the PPP mode, build the government guide, market domination city wisdom parking development mode, support and encourage private enterprises to promote 5 g, the Internet of things, smart technology, such as the Internet and parking facilities construction, management and operation depth fusion.

We will reduce the actual burden on enterprises and ensure their legitimate income.The opinions made it clear that unreasonable loan commitment fees and capital management fees should not be charged to private enterprises for transportation infrastructure construction.In order to facilitate the financing of small and medium-sized enterprises, the government departments and state-owned enterprises should carry out the standing account management to clear the arrears of private enterprises within a specified period of time, give priority to cash payment for receivables, and take the initiative to use commercial draft to pay the amount or confirm the right of the account if the payment cannot be made in cash temporarily, so as to practically prevent new arrears.

Strengthening the support of resource factors to solve the practical difficulties of enterprises, the guideline said.Public welfare transportation infrastructure projects invested by private enterprises enjoy the same investment support policies as other market entities.Private enterprises will be encouraged to participate in transport infrastructure PPP projects in a standardized way, and the China Government-enterprise Cooperative Investment Fund will provide financing support to eligible projects.For private enterprises investing in railway construction, they shall examine and approve the railway auxiliary external power supply power projects invested by power grid enterprises according to the relevant procedures.

To attract more private enterprises to participate in the reform of transportation infrastructure projects listed financing.We will support qualified private enterprises in the transportation sector to be listed on the Science and Technology Innovation Board.We will support eligible railway enterprises in carrying out debt-to-equity swap or asset-to-stock exchange reform to get listed for financing.We will guide financial institutions to combine their functions and provide credit support to private enterprises participating in transportation infrastructure projects in accordance with the principle of marketization.

The opinions also called for unimpeded access to information and enhanced effective communication.We will establish a communication and consultation mechanism for private enterprises to participate in the construction and development of transportation infrastructure, strengthen whole-process tracking services for demonstration projects, organize and hold coordinated promotion meetings on a regular basis, schedule progress and coordinate to solve difficult problems.
